The Global Fund to Fight AIDS, Tuberculosis and Malaria said it had blocked the disbursement of $137 million to the Zambian Ministry of Health since August after finding evidence of spending the ministry could not account for. The fund, a major international donor, concluded that the ministry was “not able to safely manage grants” and demanded the return of $8 million.
